Howell Public Schools is asking voters to renew and restore a non-homestead operating millage in November; a measure officials say is essential to securing full per-pupil funding from the state.
The HPS Board of Education recently voted to place two proposals on the ballot Nov. 3, according to a community announcement. The first proposal asks voters to renew the non-homestead operating millage at 18.441 mills from 2028 to 2039.
The second proposal seeks a restoration of 0.6084 mills of taxing authority, reduced over time by rollbacks under the Headlee Amendment. If approved, the measure would return HPS’ authorized non-homestead operating millage to 19.0495 mills, a rate previously greenlighted by voters in 2014.
Of note, the district can’t levy more than 18 mills. The additional authority protects against future rollbacks under the Headlee Amendment.
The millage applies only to non-homestead properties, which doesn’t include owner-occupied primary residences or qualified agricultural sites. The district’s current authorization doesn’t expire until December 2027.
“By placing the proposals on the ballot (now), the (board) is avoiding the cost of a standalone election while providing additional time to seek voter approval before the current authorization expires,” wrote HPS Superintendent Erin MacGregor.
