A missing Northern Kentucky man was found dead in France two weeks after he was last seen.
Todd Garland, 64, was found dead in Paris on Tuesday, June 23.
Court documents reveal Garland was under investigation for possession and distribution of child sexual abuse material.

Covington Police Department was investigating Garland
Covington police said they “made contact with Garland in connection with a criminal investigation” on June 10.
Garland had left the U.S. for Paris one day after police contacted him, officials said.
Covington police sought a search warrant after receiving three tips from the National Center for Missing and Exploited Children, according to a Kenton County court documents.
Covington police reviewed nearly 200 images that three xAI accounts uploaded and confirmed they contained child sexual abuse material. The images included nude prepubescent girls in various settings, according to the documents.
Police linked the accounts’ IP addresses to Garland’s residence, an affidavit in support of the warrant states.
A Covington Police Department spokesperson told The Enquirer they are unable to discuss why they spoke with Garland.

Garland reported missing
Garland was last seen June 9, according to a Facebook post by his former employer Roebling Books & Coffee in Newport.
People at Trinity Episcopal Church were unable to contact Garland to discuss scheduling for a retreat. After learning his acquaintances also hadn’t heard from him, the Rev. Brad Gough requested a welfare check.
Police officers to Garland’s apartment on June 19 and found his dog and cat alive but malnourished, according to the coffee shop’s spokesperson Julia Keister.
In a letter to the church, Gough wrote police said Garland likely hadn’t been there for at least one week. The apartment visit didn’t suggest Garland was the victim of a crime, he said.
Keister also said his cellphone was left behind.
Covington police received a missing persons report for Garland on June 22, police spokesperson Justin Bradbury said.
Found dead in Europe
Homeland Security Investigations told Covington police the Garland was found dead in Paris on June 23.
Covington police said they have not been given any additional information by Paris police, who are investigating the circumstances of Garland’s death.
Gough said the lack of details has made it difficult for his church to grieve and caused “rampant speculation” online.
Garland worked for years in Northern Kentucky
Garland worked at the Newport coffee shop for about four years before leaving in December.
He sang in the choir at Trinity Episcopal Church. “He was known here and loved here,” Gough said.
A GoFundMe was organized to help fund Garland’s return to Kentucky. Donations on the fundraiser are paused as of June 26 at 6:40 p.m.
“The hole he left in this community will never be filled,” the fundraiser states, “but the place he has in our hearts will always be full.”
Garland also worked at Blinkers Tavern in Covington for a few months in 2026, coffee shop spokesperson Keister said.
