Richmond woman charged with dealing meth after raid at 12th Street home

RICHMOND, IN — A Richmond woman faces drug-related charges after Wayne County sheriff’s deputies reported finding more than 30 grams of meth in her home.

Evelyn Manning, 38, was charged on Tuesday, June 2, in Wayne Circuit Court with dealing in meth, a Level 2 felony carrying up to 30 years in prison, and possession of meth, a Level 3 felony with a maximum 16-year sentence.

She was also charged with unlawful possession of a syringe and possession of paraphernalia.

Investigators said they found more than 100 hypodermic syringes in Manning’s North 12th Street home, along with a set of digital scales and other items including “packaging materials.”

According to an affidavit, a deputy on May 30 stopped a vehicle driven by a 29-year-old Richmond woman who was determined to be traveling with a plastic bag containing meth.

That woman reportedly said she had just left Manning’s home, and according to the court document, said she “had an arrangement with Manning in which she would wash Manning’s clothes in exchange for methamphetamine.”

Deputies said text messages appeared to confirm that arrangement.

A deputy described Manning as “extremely belligerent” when a search warrant was served at her home about 4:20 a.m. on May 31. She was being held in the Wayne County Jail under a $40,000 bond.

An initial hearing in her case is set for June 12.

Another occupant of the house, 34-year-old Andrew Halsey, was also arrested and charged with possession of meth, a Level 6 felony carrying up to 30 months in prison.

According to court records, Manning was convicted of neglect of a dependent in 2023. That case also involved allegations concerning meth use.
