An East El Paso massage parlor was shut down by court order after an employee allegedly offered sexual services to undercover officers for $60, court documents state.
Oriental Massage Spa, located at 6301 Airport Road, was temporarily shut down Friday, May 30, by a state judge after an investigation by the El Paso County Attorney’s Office and law enforcement found “erotic services being offered at the spa, including sexual contact, along with the employment of unlicensed massage therapists,” El Paso County Attorney Christina Sanchez announced in a news release.
The defendants named in the lawsuit are Oriental Massage Spa LLC, property owner Billy Wayne Fondren, and business owners Haifeng Xiao and Yanling Wang. No attorneys are listed in court records for the defendants.
Sanchez filed a lawsuit on Thursday, May 28, against the defendants, requesting a state judge grant a temporary restraining order until a court hearing is held to determine if a temporary injunction will be issued preventing the business from reopening until the lawsuit is settled.
Judge Francisco Dominguez of the 205th District Court granted the temporary restraining order.
A temporary injunction hearing to determine the future of the business is scheduled for 9 a.m. Thursday, June 12, in the 168th District Court at the Enrique Moreno County Courthouse in Downtown El Paso.
The investigation into the massage parlor was conducted by the El Paso County Attorney’s Office’s Nuisance Abatement Team, El Paso Police Department’s Vice Unit, Texas Department of Public Safety’s Criminal Investigations Division’s Human Trafficking Unit and Texas Department of Licensing and Regulation.
“Our Nuisance Abatement Team is dedicated to addressing community problems through civil litigation,” Sanchez said in a statement. “When businesses habitually violate state law and operate as hubs for illegal activity, they becomea detriment to the safety and well-being of our neighborhoods.
“This case demonstrates how we can use civil remedies, like nuisance abatement lawsuits, to shut down operations that contribute to larger issues and improve the quality of life for the citizens of El Paso County.”
Employee allegedly offers sexual contact to undercover officers
The investigation into the massage parlor began on January 30, when a Nuisance Abatement Team investigator observed that the establishment was opening at 6301 Airport Road in East El Paso, according to a lawsuit petition. A search of county records revealed that the parlor’s massage establishment license expired in 2024, according to the petition.
Law enforcement began surveilling the location between Feb 4. to May 16. Officers reportedly saw mostly men entering the business, with one female entering and “quickly exiting the business,” the petition states
A Texas Department of Public Safety undercover special agent visited the massage parlor on Feb. 7. The agent paid for a massage from a woman who identified herself as “Mia,” according to an affidavit attached to the lawsuit. The woman allegedly offered sexual services to the undercover agents for $60. The woman originally wanted $100 to perform a sexual act, but lowered the cost to $60.
El Paso Police Department undercover officers visited the massage parlor on Feb. 25, Feb. 27, and March 20. The woman offered each officer sexual services for $60, the affidavit states. On May 16, an undercover DPS special agent went to the massage parlor and was also offered sexual services for $60, the affidavit states.
Along with the prostitution allegations, the massage parlor allegedly has at least 27 violations of the Texas Occupations Code and 33 violations of the Texas Civil Practice and Remedies Code. The violations include failure to maintain required employee and client records, as well as failure to obtain proper client consultation documents, the news release states.
