CORE Behavioral Health in Manitowoc appoints CEO as growth continues

MANITOWOC – CORE Behavioral Health, Treatment, Recovery Services has announced a new executive leadership structure as the nonprofit expands its services in northeastern Wisconsin.

The new structure names Carmen Persaud as CEO, giving her centralized executive leadership and organizational oversight across the expanding nonprofit.

The move replaces the organization’s previous two-executive director model, according to Executive Assistant Brandy McFetridge.

The executive leadership team also includes Terry Bosch, vice president of finance and administration; Mark Persaud, vice president of information technologies; and Deb Wentz, vice president of clinical services.

“This structure reflects the continued growth of CORE and our commitment to building a strong, sustainable organization that can continue meeting the behavioral health needs of the communities we serve,” Carmen Persaud said.

“As our services, partnerships and operational responsibilities have expanded, it became increasingly important to strengthen executive oversight across key areas of the organization,” she added.

CORE has expanded behavioral health and substance use disorder services throughout northeastern Wisconsin, including outpatient counseling, intensive outpatient programming, medically monitored residential treatment, recovery support services and community-based behavioral health initiatives.

How CORE grew in Manitowoc during the pandemic

CORE opened its doors about six years ago, just as the COVID-19 pandemic was spreading.

The nonprofit’s 16-bed residential and day treatment center for people with substance use and mental health challenges received its official state license March 12, 2020. Wisconsin’s safer-at-home order took effect the next day, essentially closing CORE’s doors before they opened at 3 Riverview Drive.

Still, CORE found creative ways to help people in need during the pandemic.

Three years later, CORE expanded again, opening a 20-bed men’s residential treatment center at 5005 Vista Road in Manitowoc. Its original site at 3 Riverview Drive now serves as a women-only facility, allowing for targeted, gender-specific care.

CORE expands behavioral health, addiction treatment services in Wisconsin

CORE continues to grow and is now a preferred mental health provider for Manitowoc County and six surrounding counties. It started with three to four therapists and now has 12.

CORE also serves Manitowoc County and the state of Wisconsin through an outpatient behavioral health clinic at 3733 Dewey St. It provides individual counseling, works with couples and families, and offers group therapy for people coping with trauma, substance abuse disorders and relapse prevention needs.

“Our employees are dedicated to meeting the needs of the communities we serve,” McFetridge said. “We have a growth mindset. We try to go to communities where there’s a need and look for the best ways to meet those needs. For example, we just started peer support. We offer wrap-around services for people as they move through treatment.”
