WAUSAU − A 23-year-old Weston man had a $250,000 cash bail set Aug. 7 in connection with an Aug. 2 shooting and a subsequent Aug. 5 vehicle chase with police.
Jacob A. F. Lo faces charges filed Aug. 6 and amended Aug. 7 of attempted first-degree intentional homicide, discharging a firearm from a vehicle towards a person, firearm possession by a convicted felon, felony bail jumping and misdemeanor bail jumping, all as a repeat offender, in connection with an Aug. 2 shooting in a Wausau parking lot. He also faces charges of fleeing an officer, two counts of recklessly endangering safety, two counts of hit-and-run, one count of felony bail jumping and one count of misdemeanor bail jumping, all as a repeat offender, for charges filed Aug. 7.
According to the Aug. 6 criminal complaint, at 2:12 a.m. Aug. 2, a caller reported a man had arrived at Aspirus Wausau Hospital with a gunshot wound to the back. The man said he did not know who shot him and did not give a Wausau officer any information. The man’s girlfriend said the man was in a parking lot on South Third Avenue, walking to his car, when someone shot him.
Police went to the scene, but witnesses were evasive and said nothing had happened, according to the complaint. Police looked at video from area cameras and discovered a Dodge Charger. Video from inside M&R Station showed Lo wearing a white, long-sleeved shirt, according to the complaint. He also had a lanyard with a black clip around his neck. They saw the shooting victim approach Lo near the gaming machines. They engaged in an unusually prolonged handshake, and their body language suggested tension or disagreement, according to the complaint.
The parking lot video showed the victim walk east across a parking lot, getting hit and then going to his vehicle, according to the complaint. He then got into his car, picked up his girlfriend and drove to Aspirus Wausau Hospital.
The parking lot videos showed small puffs of smoke consistent with a gun being fired that could be seen from the passenger-side window of the Dodge Charger. The passenger-side mirror cap of the Dodge Charger was hit and fell to the ground. Detectives found video of a man in a long-sleeved, white shirt lean across the vehicle from the driver’s seat and shoot out the passenger-side window, according to the complaint.
Police were able to trace the Charger back to its owner. The owner and a woman who had been with him both said the owner had been driving a loaner and gave Lo the keys to his vehicle, according to the complaint.
A man who was with the Charger’s owner said the owner had become extremely upset when he found out his vehicle had been involved in a shooting. The man said he called Lo, found out where Lo had left the Charger and they went and got it. The Charger later was seized by Green Bay Police and brought back to Wausau as evidence, according to the complaint. The keys for the vehicle that the owner had given Lo were on an orange lanyard that matched the one he was wearing in the video. Police also found the victim’s vehicle, which had blood inside, according to the complaint.
The mirror cap that had fallen off the Charger matched what was missing from the seized Charger, according to the complaint,
On Aug. 5, officers spotted Lo driving a Dodge Durango on Central Bridge Street and tailed his vehicle, according to the second complaint. The officers knew Lo was wanted in connection with a shooting. Lo appeared to identify the unmarked squad car following him and increased his speed in what officers thought was an attempt to get out of their line of sight, according to the complaint. Officers attempted to stop Lo near the intersection of North 10th Avenue and West Wausau Avenue.
Lo was going between 50 and 60 mph in 25 mph zones, failed to stop for stop signs and led officers on a chase that eventually ended after a vehicle crash. Lo ran from the officers, but he was taken into custody following a short chase on foot, according to the complaint. During the chase, Lo reached speeds of 110 to 120 mph and drove south in the northbound lane of Interstate 39. He hit at least one other occupied vehicle during the chase, according to the complaint.
Lo’s next court appearance is scheduled for Aug. 12.
