The Southwater Municipal Utility Authority (SMUA) of Algonac, Clay Township and Ira Township held a Board meeting regarding a $10-$16 million dollar upgrade of the sewer plant. The meeting was held literally in a closet in Algonac’s DPW building. Most of the public who attended were forced to remain in the hallway. The main controversy involves whether to seek a grant or to apply for a bond which would leave the taxpayers on the hook for 100% of the costs.Â
