The St. Clair County Board of Commissioners unanimously approved an employment agreement Thursday, May 21 formally appointing Thomas Hull as the county’s administrator/controller, officially removing the “interim” designation from his title.
The agreement was approved in a 7-0 vote and follows Hull serving in the interim role since Jan. 1, 2026, after the retirement of former administrator/controller Karry Hepting at the end of 2025. Hull’s current contract runs until Dec. 31, 2028.
Hull previously served as deputy administrator/controller before stepping into the county’s top administrative role earlier this year.
“It’s a privilege, and I’m very grateful for having the trust of the board,” Hull told the Times Herald after the meeting. “I think a 7-0 vote is very exciting. Having that full trust and consensus, I’m excited to take that next step and continue leading the county as administrator/controller.”
Hull joined St. Clair County in 2013 as a part-time at-risk youth worker before later serving as director of juvenile services and deputy administrator/controller.
As administrator/controller, Hull oversees the county’s day-to-day operations while also serving as its chief accounting officer, a dual role established by the Board of Commissioners under Michigan’s Controllers Act.
