Seven local proposals on Aug. 4 primary election ballots in Monroe Co.

Seven local proposals will be on Monroe County ballots for the Tuesday, Aug. 4 primary election.

The deadline to submit proposals for August’s election was May 14, said Annamarie Osment, Monroe County clerk. Several other races also will be on Monroe County ballots in August and November. The Monroe News will report information on other races in the coming weeks.

Here are the proposals:

Bedford Township Fire Protection Renewal

If approved, this proposal will continue to levy up to 1.7150 mills (which is a renewal for a total of $1.7150 per $1,000 of taxable value as reduced by the Headlee rollback), upon the taxable real and tangible personal property within the township of Bedford, for a period of six years, 2027-32.

The millage will provide funds to the Bedford Township Fire Department to be used for general operations, including continuation of Advanced Life Support Services, capital expenditures and for maintenance or improvements to fire department buildings and equipment.

Jefferson Schools Operating Millage Renewal

If approved, this proposal will continue to levy the statutory rate not to exceed 18 mills ($18 on each $1,000 of taxable valuation) on all property, except principal residence and other property exempted by law, for a period of 10 years, 2027-36.

The millage will provide funds for operating purposes.

Jefferson Schools Bond Proposal

If approved, Jefferson Schools would borrow the sum of not to exceed $28.7 million and issue its general obligation unlimited tax bonds. The estimated millage that will be levied for the proposed bonds in 2026 is 2 mills ($2 on each $1,000 of taxable valuation). The maximum number of years the bonds of any series may be outstanding, exclusive of any refunding, is 20 years.

The millage will provide funds to remodel; furnish and refurnish; and equip and re-equip school buildings, including roof replacements and safety and security improvements and prepare, develop and improve sites.

This proposal, according to a list of proposals provided by Osment, also contains this information: “The following is for informational purposes only: The estimated simple average annual millage anticipated to be required to retire this bond debt is 1.96 mills ($1.96 on each $1,000 of taxable valuation). The school district does not expect to borrow from the state to pay debt service on the bonds. The total amount of qualified bonds currently outstanding is $0. The total amount of qualified loans currently outstanding is $0. The estimated computed millage rate may change based on changes in certain circumstances. Pursuant to state law, expenditure of bond proceeds must be audited and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries or other operating expenses.”

Frenchtown Charter Township Bus Service Proposal for Lake Erie Transportation Commission Renewal

If approved, the proposal will continue to levy a renewal tax not to exceed .75 mill per year.

The millage will provide funds for Lake Erie Transit to continue to provide local bus service each year for three years, 2027-29.

Monroe Charter Township Fire Department Millage Proposal

If approved, the proposal will levy up to 2 mills ($2 per $1,000 of taxable value) to replace a fire protection millage that expired in 2025, notwithstanding the limitation on tax rates imposed by Article IX, Section 6 of the Michigan Constitution, for a period of six years, 2026-31.

The millage will provide funds for fire protection services, including capital improvements, operations, maintenance, training, safety and the acquisition of fire and rescue vehicles and equipment.

City of Monroe Bus Service Proposal for Lake Erie Transportation Commission Renewal

If approved, the proposal will levy renewal tax not to exceed 1 mill per year.

The millage will provide funds for Lake Erie Transit to continue to provide local bus service each year for three years, 2027-29.

Britton Deerfield Schools Sinking Fund Millage Proposal

If approved, the limitation on the amount of taxes which may be assessed against all property in Britton Deerfield Schools, Lenawee and Monroe counties, will be increased by and the board of education be authorized to levy not to exceed 2 mills ($2 on each $1,000 of taxable valuation) for a period of four years, 2027-30.

The millage, according to the ballot language, will “provide funds to create a sinking fund for the purchase of real estate for sites for, and the construction or repair of, school buildings; for school security improvements; for the acquisition or upgrading of technology; for the acquisition of student transportation vehicles; for the acquisition of parts, supplies and equipment used for the maintenance of student transportation vehicles; for the acquisition of eligible trucks and vans used to carry parts, equipment and personnel for or in the maintenance of school buildings; for the acquisition of parts, supplies and equipment used to maintain such trucks and vans; and for all other purposes authorized by law.”
