Changes are coming to Citibus fees as it introduces a new fare structure for its Paratransit and On-Demand services.
According to the City of Lubbock, the updated fares were approved by the Lubbock City Council as part of the 2026 budget adoption and align with the Citibus 5-Year Service Plan adopted in November 2024.
“These changes are designed to support long-term service sustainability, maintain affordability for short trips, and ensure compliance with ADA-required service,” reads a news release.
Here’s what you need to know about the changes and why they were done.
Changes to Citibus Paratransit fares
According to the city, the Paratransit fares will be determined by the trip’s proximity to a fixed route:
Changes coming to Citibus On-Demand fares
On-Demand fares will be based on trip distance:
Fixed Route Fares Remain Unchanged
According to the city, Citibus fixed route fares were not impacted by this update and remain the most affordable option for riders.
At just $1 per trip — with discounts available for seniors, students, and individuals with disabilities — fixed route service continues to provide the lowest-cost mobility choice across Lubbock. Riders are encouraged to use fixed routes whenever possible to maximize savings while maintaining convenient access to destinations citywide.
Citibus rider information reminders
There have been no policy changes to service policies and eligibility requirements — only fares are being updated.
The city is encouraging riders to use the Citibus trip planning features through their website to consider trip distances when booking On-Demand trips to better understand the applicable fare with Citibus’ booking platforms and customer service staff providing clear fare information at the time of scheduling.
Why were these changes made?
According to the city, the fare adjustments help Citibus continue providing reliable service while managing rising operational costs.
The new structure balances affordability for short trips with fair cost recovery for longer-distance travel with ADA-required service remaining fully protected.
Finally, the new fare model reflects best practices used by peer transit agencies across the country, ensuring Lubbock remains aligned with federal guidance and industry benchmarks.
