Florida Gov. Ron DeSantis announced a proposal to regulate dog breeding and sales in the state and include changes to and addition to current rules, and with new legislation in the session that begins in 2026.
The new moves would develop a regulatory framework for dog breeders and pet stores to encourage more pet owners to adopt animals and curb potential abuses.
“No one wants unnecessary red tape, but what we do want are clear, enforceable standards that prioritize safety, fairness and welfare,” DBPR Secretary Melanie Griffin said alongside DeSantis at a press conference at Big Dog Ranch Rescue in Loxahatchee Grove Nov. 25.
Best practices for dog breeders will be developed by the Florida Department of Agriculture under Wilton Simpson.

Under the proposal, the Florida Department of Agriculture and Consumer Services would:

The rules would also require commercial pet stores to offer space for dogs from local animal shelters alongside dogs from breeders and puppy mills.
Protections would also include requirements that veterinarians provide an accurate bill of health for an adoptable pet.
There also would be accountability to ensure those reports are accurate, the proposal says.
“Breeders should operate ethically, humanely and responsibly … We all know our pets are extended family members,” Commissioner Simpson said.
Florida dog abuse penalties could be augmented
DeSantis said the new law should increase penalties for individuals who torture or abuse dogs in front of minor children.
“It can very much scar the minor and cause harm for them going forward,” DeSantis said. He added that many have been pushing for laws such as this for years but the legislature has not been able to get it done. He hopes that will change in the next session. “It will particularly be good for man’s best friend,” he added.
