Why SAPD is doing a firearm trade-in

The San Angelo Police Department has been approved for the disposal of obsolete firearms by trade-in towards the purchase of ammunition.

During the City Council meeting on Tuesday, Feb. 3 an item was on the consent agenda on behalf of the SAPD for the trade-in.

As of October 2025, the SAPD transitioned to a standardized duty platform — 9mm — and has identified a number of obsolete and out-of-service firearms that are no longer suitable for department issuance, according to council documents.

Over time, the SAPD has accumulated a surplus of firearms that are either older models, unserviceable or redundant to the department’s current inventory needs.

To retire the firearms and offset replacement supply costs, the department conducted a competitive solicitation for the purchase of ammunition and for trade-in credit for the surplus firearms.

The selected law enforcement vendor, Texas Gun Shop, submitted a responsive proposal that includes a fair-market trade-in credit applied toward the cost of a new ammunition order.

“Trading the surplus firearms as a credit toward the ammunition purchase will reduce the overall cost of the ammunition order by $15,040,” the documents stated.

The council authorized the trade to move forward.
