A heavily used exit in North Liberty is closing for three months as improvements continue along Interstate 380.
The on-ramp at Penn Street that leads to northbound I-380 is closing on Tuesday, June 10. Crews are rebuilding the interchange that allows traffic from North Liberty and the north side of Tiffin to travel toward Cedar Rapids. Interstate 380 is being widened near North Liberty as part of a $112 million project that will extend into Cedar Rapids.
For northbound travel, Penn Street traffic will be detoured along Forevergreen Road.
The closure and detour is anticipated to last “up to three months,” the Iowa Department of Transportation said.
Eastern Iowa Aiport’s diverging diamond project
Interstate 380 construction began in early 2025 as part of a three-year project that will reshape portions of the roadway between North Liberty and the Eastern Iowa Airport.
The improvements are underway along the northbound lanes of the interstate, with much of the work in North Liberty slated to be completed by the end of 2025.
The Iowa DOT and City of Cedar Rapids also partnered on a grant to reconstruct the interchange near the Eastern Iowa Airport and install a diverging diamond structure. The increasingly common interchange was installed for Coralville’s Iowa River Landing and 1st Avenue exit along Interstate 80, which opened in 2024.
Southbound I-380 road work near North Liberty is expected to begin and be completed in 2026, while southbound construction near the airport is scheduled for 2026 and 2027, according to the Iowa DOT website.
The project’s “central segment” is currently in the design phase, which is expected to include expanded lanes just north of North Liberty and new two-lane bridges that cross the nearby Iowa River.
