School secretary in Randolph County charged with child seduction

WINCHESTER, IN — A secretary at Union City Junior-Senior High School faces five felony charges over allegations she repeatedly had sex with a high school student.

Alicia S. Hughes, 31, of Union City, was charged on Tuesday, Feb. 17, with child seduction, a Level 5 felony carrying up to six years in prison.

According to an affidavit, a 17-year-old student at the high school reported that after he called the school in September to report he would be absent, he received a text message from Hughes, the school employee he had spoken to.

The student said he and Hughes met at Union City’s Harter Park and had “normal conversations” until late September or early October, when their discussions took on a “sexual nature.”

The teen said he and the school secretary had sex five times: once in Hughes’ home, and twice each in the student’s car and at “Harter Park near the soccer field.”

The student said he ended the sexual relationship in early November.

When asked about her dealings with the student, Union City police said, Hughes asked to consult with a lawyer. She was then arrested.

An initial hearing in the Randolph Circuit Court case is set for Friday, Feb. 20.

Court records reflect no prior charges against Hughes.

Although the age of consent for sex in Indiana is 16 under many circumstances, the age of consent is 18 in situations involving those in positions of “supervision or trust,” including a teacher or employee at a student’s school.
