Bay officials wave 60-day notice in County Manager Bob Majka's contract

PANAMA CITY − Local officials have given County Manager Bob Majka the OK to submit his two-week notice, pending his new job as executive director of the Panama City Port Authority is finalized.

In a meeting Feb. 18, Bay County commissioners unanimously approved a motion to wave a 60-day-notice requirement in Majka’s contract, allowing him to begin his new position as executive director of the Panama City Port Authority on March 4.

They also voted to appoint Deputy County Manager Joel Schubert as interim county manager.

The motion is contingent upon Majka’s new contract with the Port Authority being finalized in a Feb. 19 meeting − something Majka said he was confident will happen.

“As you’re aware, this has been an ongoing process since the beginning of January, so you all have been involved and aware of this since the start,” he said to commissioners. “I would respectfully request that you wave that 60-day requirement (and) accept a two-week notice.

“It would be contingent upon the port authority board accepting that agreement tomorrow. If that does indeed occur, I would submit my formal resignation to the (county) chair.”

Majka has held various positions throughout his time with Bay County. The county’s website notes he became its hazardous materials program manager in 1993, before the position was reclassified in 1996 to the emergency management division manager.

Majka then worked as the county’s chief of emergency services from 1998 until 2006, when he was promoted to county manager. He left Bay County in 2012 to be Cocoa Beach city manager, a title held until he came back to Bay County in 2015. He has served as county manager ever since.

“Last week, the Port of Panama City extended to me the opportunity to go to work for them as the new executive director,” Majka said. “The chairman of the Port Authority Board, their attorney and I have come to a tentative offer of employment. I fully expect the Port Authority Board will take that issue up (on Feb. 19), and I wholly accept that will be ratified and accepted.”
