New cannabis dispensary approved by Springfield City Council

SPRINGFIELD – A new cannabis dispensary took a major step forward to reality after a positive vote from Springfield City Council.

Alderman voted 9-0 in favor to approve a conditional zoning permit for 1401 S. Dirksen Parkway in ward three to operate as an adult-use cannabis dispensary at the March 16 City Council meeting. Ward 5 Ald. Lakeisha Purchase was the only alderman who did not vote.

The petitioner, Spring Lucius Community LLC, plans to turn the currently abandoned building into an over 4,500-square-foot dispensary. The company requested a zoning conditional permitted use, under the leasing of RTD MC II LLC, which is leasing the property from property owner Duchess Holdings. Spring Lucius Community would be the subtenant.

Additions to the building would be a new paved parking lot and masonry to update the frame of the commercial structure.

Before sitting as abandoned, the building used to be Sambo’s dining, a popular restaurant chain in the early ’80s.

According to the Illinois Secretary of State Business Entity database, Spring Lucius Community LLC was registered in August of 2023 with a principal address of 620 Ninth St. in Manhattan Beach, California. 

The Dirksen Parkway address is managed by Luci McDade of Springfield, according to a document filed on March 4.

This would be the first dispensary under the business name. On June 28, 2024, the LLC received their Adult Use Dispensing Organization License from the Illinois Department of Financial and Professional Regulation.

Ward three Ald. Roy Williams Jr., whose ward the dispensary falls into, made the motion to approve the zoning ordinance.
