Newburgh appoints Mike Neppl as deputy city manager

The city of Newburgh appointed Mike Neppl as deputy city manager, according to a Dec. 19 announcement.

The newly created executive position was approved through the city’s 2026 budget and chartered after a public hearing and council vote.

The city council approved the resolution on Dec. 18 to confirm Neppl with a tally of 6-1, with Ramona Monteverde voting against.

“This appointment reflects the scale and momentum of what’s happening in Newburgh,” said City Manager Todd Venning in a statement. “Mike has been instrumental as Chief of Staff, and his leadership, judgment, and operational discipline make him the right choice as we enter our next phase of growth.”

The city cited the demand for this support role due to the planned $500 million development agenda for several public and private projects and revitalization of Newburgh Landing.

A few of the initiatives listed are the African American Burial Ground Reinterment Project, Delano-Hitch Aquatic Center, North Interceptor Sewer Separation & Improvement Project and a luxury boutique downtown hotel.

Who is Mike Neppl?

Currently the chief of staff at Newburgh, Neppl is an attorney, chair of the Newburgh Industrial Development Agency and a fifth-generation Newburgh native with over two decades of New York State government experience.

He serves as chief press officer and assists with operations and budgetary programming in Venning’s administration.

“Newburgh is generating remarkable momentum,” Neppl said in a statement, “and I look forward to supporting the City Manager and the Council as we deliver the projects and services that reflect the needs and aspirations of our community.”

When will Neppl begin his new role?

The city plans to hold a public swearing-in ceremony for the appointment at 7 p.m. on Jan. 12, 2026, in the Activity Center at 401 Washington St. in Newburgh.
